A Summerland Key man was arrested on Friday after he allegedly showed a handgun to his brother-in-law in an attempt to threaten him.

Joseph Earl Skiver, 36, was charged with carrying a concealed weapon without a license and improper exhibition of a firearm.

Around 12:18 p.m., deputies responded to the Summerland Shell gas station, where the victim reported that Skiver, his brother-in-law, had been shouting obscenities at him. According to the victim and another witness, Skiver pulled up his shirt to reveal a handgun tucked into the waist of his pants just before he left the scene.

According to the report, deputies spotted the vehicle described by the victim and attempted to conduct a traffic stop. Despite the patrol car having its lights and sirens on, the vehicle continued on down the road. Eventually, the vehicle pulled over near Airport Drive.

Deputies met with Skiver, the passenger in the vehicle, and asked him if he had any weapons. Skiver revealed a silver revolver on the passenger side floorboard. The deputies asked if he had a concealed weapons permit, which Skiver stated he did not. According to the report, Skiver said he had just picked up the firearm from a safety deposit box, which led the deputies to explain how to properly transport a firearm without a concealed carry license.

Skiver, after being read his rights, stated he never showed the victim his weapon. When asked how the victim and the witness could provide an accurate description of the weapon, Skiver said they must have seen him get his firearm from the safety deposit box.

Skiver was arrested and transported to the Monroe County Detention Center, where he was being held on a $15,000 bond.
