2 arrested following hit-and-run crash

Two Miami residents were arrested on Sunday after being involved in a hit-and-run traffic incident.

Armin Enrique Rostran, 26, was charged with leaving the scene of a crash involving injury, possession of marijuana over 20 grams and possession of paraphernalia. Gina Mastrapa, 25, was charged with resisting an officer with violence.

Around 8:41 p.m., Key West Police Department officers responded to a reported hit-and-run accident at the intersection of Palm Avenue and Roosevelt Boulevard, after a truck struck a convertible at the intersection and then fled the area. A witness to the accident followed the truck and contacted police, who found it stopped at the intersection of Thompson Street and Von Phister Street.

The truck had extensive damage to the front driver’s side, with the front tire shredded and off the rim. They found the driver, identified as Rostran, sitting in the grass next to the vehicle. They also found the passenger, identified as Mastrapa, sleeping in the passenger seat. Neither remembered being involved in a crash.

Officers had Rostran retrieve his driver’s license, and when he opened the door they could clearly see a large mason jar full of marijuana under the driver’s seat, according to the report. Additionally, they also found rolling paper and two bottles of rum that were both half-empty.

Rostran was arrested and transported to jail. Meanwhile, officers advised Mastrapa to contact a friend to get a ride. However, Mastrapa reportedly became belligerent and started yelling. Fearing that she would get in trouble if left alone, officers decided to place her into protective custody under the Marchman Act. When they attempted to detain her, Mastrapa reportedly began resisting physically, and she ultimately elbowed an officer in the chest twice in an effort to avoid getting handcuffed.

Mastrapa was also arrested and taken to jail.

Both Mastrapa and Rostran remained in jail without bond as of Monday.
